Stop the Catastrophic Biolab Threat: Dr. Horowitz Launches Urgent Campaign Demanding Immediate Moratorium on Genetically Engineered Pathogens and Related Vaccination Risks
Las Vegas, NV – August 18, 2026 – Dr. Leonard G. Horowitz, an award-winning author and film maker trained at Harvard in public health, has launched a campaign calling for an immediate, enforceable, nationwide Moratorium on the research, stockpiling, release, and commercialization of genetically manipulated pathogens and related vaccines that may function as biological weapons of mass destruction and disease induction.
Fueled by the COVID-19 outbreak from Wuhan during the DEFUSE Project, and the fast-tracked mRNA vaccines increasingly known to damage untold numbers of people worldwide, this campaign urges work stoppage in all federally financed labs until ethical and competent independent regulatory oversight is assured for public protection, environmental safety, and national security.
MORATORIUM DEMANDED FOR PUBLIC HEALTH & SAFETY
Currently, the Big Biotech industry is poorly regulated, and legislators are often compromised by special interest campaign financing. Consequently, highly risky lab virus engineering and vaccine production activities go unattended and unrestricted. Risks are mounting, especially as AI systems become increasingly involved in human bioengineering and the genetic engineering of pathogens (such as those used in the COVID mRNA vaccines).
In the absence of such ethical and prudent oversight, civilization is at grave risk of extinction. The world was heavily damaged from the COVID-19 release, and deadly mutant strains are still emerging. All of this violated the international Biological Weapons Convention, and several federal laws. These crimes are evidenced and unconscionably justified in Dr. Fauci’s Diary note on August 2, 2001. Therein, five weeks before 9/11, and nine weeks before the first anthrax mailings containing spores similarly sourced from a high risk bioweapons lab, Fauci explained why the George H.W. Bush Administration rejected that Convention and turned willfully blind to prudence in favor of developing and commercializing “dual use” drugs and vaccines.
Such new discoveries in the Fauci/COVID case evidences illegal activities occurring in the United States as well as U.S. funded biolabs in China, Africa, the Ukraine, Russia, and many other nations, as exposed by Tulsi Gabbard at the time of her retirement.
Accordingly, the MORATORIUM PETITION and action posted on GoFundMe is titled “Stop the Biolab Threat,” and calls for increased transparency, ethical stewardship, independent oversight of high risk bio-containment laboratories, and restricting animal testing and group housing facilities that are known to spread mutating viruses. The action also calls for an end to revolving-door relationships between drug and vaccine makers, regulators, and lawmakers that prioritize profit over public safety.
According to Dr. Horowitz, tax deductible donations raised will support:
- Public education, legislative action, and documentary film production exposing biolab networks, their investors, and operators in favor of targeted boycotts.
- Legal and policy advocacy for formal moratoriums at state, federal, and international levels, including volunteers, foreign supporters, and paid students to advance the work.
- Support for whistleblowers, independent scientists, and investigators documenting scientific and medical fraud in this field of bioengineering.
- Organized citizen pressure on elected officials to treat this issue as a top priority in forthcoming elections.

With COVID we witnessed long-term impacts from ignoring the risks. A Moratorium is the only defensive action that makes sense, based on common sense, human needs and health values.”

Currently there are hundreds of high bio-containment laboratories operating worldwide risking intentional or accidental releases of deadly pathogens. Dr. Horowitz has been calling for this kind of a Moratorium for the past 30 years. In 1996 he published his first award-winning book, Emerging Viruses: AIDS & Ebola—Nature, Accident or Intentional? Thereafter, he defended his scientific peer reviewed publications at dozens of conferences evidencing his lab origin theory of HIV/AIDS known to have been transmitted not by polio vaccines as many scientists have theorized, but by tainted hepatitis B vaccines between 1972 and 1974.
