Dr. Leonard G. Horowitz Issues Legal Notice to HHS, NIH, and DOJ Alleging COVID-19 Lab Origin Cover-Up and RICO Enterprise

Medical Veritas, Las Vegas (May 15, 2025) – Dr. Leonard G. Horowitz, a Harvard-trained emerging diseases expert and Editor-in-Chief of Medical Veritas International Inc., has issued a formal legal “Notice and Demand” to U.S. Health and Human Services (HHS) Secretary Robert F. Kennedy Jr., National Institutes of Health (NIH) Director Jay Bhattacharya, and U.S. Attorney General Pam Bondi. The notice evidences and details a widespread conspiracy and cover-up of the laboratory origins of COVID-19 and primary causes of COVID illnesses and deaths, implicating a “COVID Virus and Vaccine RICO Enterprise” (CVVRE) involving key figures and institutions, including Harvard University, Moderna, Pfizer, and federal agencies such as the FBI and CIA.

The notice claims that COVID-19 emerged from “gain-of-function” research conducted in U.S. and Chinese laboratories, specifically vetting University of North Carolina’s Ralph Baric, Harvard’s Charles Lieber, MIT’s Robert Langer, and Dr. Anthony Fauci’s co-conspirators as central figures in developing and deploying the bioweapon ‘cocktail.’ Its spike protein “gain-of-function” antigen is AIDS-laced. Additionally secreted is the mRNA bioelectronic vaccine delivery “lipid hydrogel” device containing toxic graphene. The notice further alleges that these efforts were concealed through fraudulent actions, including a falsified FBI affidavit indicting convicted Chinese/American ‘double agent’ Lieber whose prosecution diverted attention from the CVVRE’s activities. The notice references the science proving nano-bioelectronic graphene hydrogel technologies delivering the “novel” vaccines are contributing substantially to widespread health damages, including neurological disorders, heart attacks, and cancers, while advancing a profitable depopulation agendas linked to globalist interests.

Dr. Horowitz demands urgent investigations, criminal referrals, and prosecutions to address violations of federal laws, including the Biological Weapons Prohibition (18 U.S.C. § 175) and RICO statutes (18 U.S.C. § 1962). He calls for a written response within 30 days, detailing actions to investigate the provided evidence and protect public health and national security. The notice criticizes the Trump Administration’s May 5, 2025, Executive Order on biological research safety as insufficient, alleging it overlooks domestic threats from ongoing covert programs, including those currently ongoing at Harvard.

“This notice exposes a grave betrayal of public trust,” said Dr. Horowitz. “The evidence demands accountability for crimes against humanity, including the deliberate weaponization of COVID-19 and its vaccines which, in addition to the hydrogel delivery device, are causing immeasurable harm.”

Dr. Horowitz wrote Trump Administration officials, “The FBI and complicit agents in the CVVRE have acted criminally and concealed risks to public health, safety, and U.S. National Security mounting from the COVID-19 “gain of function” biological weapon and secreted intelligence regarding the mRNA nano-bioelectronic vaccine delivery device developed by Charles Lieber and his cohorts in alleged crimes.” He urges “immediate action to safeguard the American people and uphold justice.”
