LAS VEGAS, NV — Dr. Leonard G. Horowitz, public health scientist, author of the landmark textbook Emerging Viruses: AIDS & Ebola—Nature, Accident or Intentional?, and President of Medical Veritas International, Inc., has formally submitted a detailed LETTER providing new evidence and legal analysis to U.S. Senators Ashley Moody and Rick Scott. The correspondence, dated July 31, 2026, and copied to Florida Attorney General James Uthmeier and Senators Tommy Tuberville, Josh Hawley, Ron Johnson, and Rand Paul, supplies what Horowitz describes as a “most needed and compelling prosecutorial strategy” for pending investigations into Dr. Anthony Fauci’s decades-long enterprise.Letter to Rick Scott and Ashley Moody 7-29-26

The LETTER compliments the senators for their questioning of Fauci before the Senate Homeland Security and Governmental Affairs Committee on July 29 and then presents additional documentary discovery intended to overcome statutes of limitations and support both civil and criminal actions.

Horowitz invokes two core federal statutes as the foundation for prosecution:

• 18 U.S.C. § 2332b(g)(5) — the federal crime of terrorism statute that criminalizes acts calculated to influence or affect the conduct of government by intimidation or coercion through weapons of mass destruction, including biological agents.
• 18 U.S.C. § 1962 (RICO) — which prohibits a pattern of racketeering activity that includes obstruction of justice (§ 1503), obstruction of criminal investigations (§ 1510), interference with commerce (§ 1951), and the use of biological or chemical weapons (§§ 175–178 and 229–229F) for commercial gain or political influence.

The LETTER asserts that these elements are met by a continuous enterprise that financed, developed, concealed, and then commercially exploited laboratory-engineered viruses and related vaccines.

Key factual pillars presented in the letter include:

• Two previously classified National Institutes of Health contracts (NIH-71-2025 and NIH-71-2059) and related 1969–1971 congressional testimony documenting military-funded research into synthetic biological agents and immune-system-destroying viruses at the National Cancer Institute and through contractors including Merck.
• The documented overlap between those early programs, the Special Virus Cancer Program, CIA MKULTRA/MKNAOMI activities, and the subsequent emergence of AIDS-like and Ebola-like viruses.
• Parallel patterns involving the 1976–1977 H1N1 “swine flu” and simultaneous Ebola outbreaks, the 2001 anthrax mailings (with detailed connections to BioPort, Battelle, and related contractors), and the later coronavirus “gain-of-function” research funded through EcoHealth Alliance.
• Fauci’s long collaboration with Dr. Robert Gallo, the 2016 concurrent funding of HIV vaccine work and coronavirus research, and the coordinated suppression of laboratory-origin evidence for COVID-19, including the role of Jeremy Farrar and the Nature Medicine “Proximal Origin” paper.
• Financial and institutional links among NIAID, the Department of Defense, pharmaceutical contractors, and private foundations that, according to the letter, produced both disease outbreaks and the lucrative medical countermeasures that followed.

Horowitz writes that the July 29 hearing corroborated findings he first published in 1996 and has continued to document for thirty years. He offers his professional expertise, free of charge, in support of ongoing investigations, indictments, and prosecutions.

“The Fauci hearing was not vindication of my reputability,” the letter states. “It was corroboration. My works now stand as definitive resources of honest intelligence and scientific analysis. It is my duty and passion in life to be helpful here.”

The full LETTER, including exhibits of the 1969–1971 Department of Defense appropriations hearings and the two NIH contracts, has been transmitted to the senators’ Florida offices and to the Florida Attorney General.
