WHAT KIND OF FILM DISEASE, INC. IS

The criminal question the film actually helps a professional ask is narrower and harder than its title. It is whether officials, contractors, and financiers built a business model in which the engineering of pandemic-capable organisms was treated as a public good, the risks were socialized, the profits were privatized, and the origin story was managed when the risk materialized. That question is ugly enough, and documentable enough, to justify hearings, inspector-general referrals, and a moratorium written in statutory language rather than in trailer copy.
DISEASE, INC.—The Movie is not a conventional public-health documentary. It is a prosecutorial essay. Leonard G. Horowitz—dentist by original training, later an oral surgeon and Harvard-trained public-health investigator—wrote Emerging Viruses: AIDS & Ebola, long among the best-known popular treatments of that subject, and produced the films In Lies We Trust and UN-VAXXED: A Docu-commentary for Robert De Niro. Here he uses two hours and fourteen minutes to argue that infectious-disease research and “novel” vaccine developments have been captured by a commercial-military-pharmaceutical complex whose incentives point toward outbreaks, not prevention.
That form matters. Officials do not need another entertainment review, and Horowitz agrees. They need to know whether the film identifies a fact pattern worthy of compulsory attention. The film collapses several real controversies—gain-of-function policy, lab-origin hypotheses, Defense Threat Reduction contracting, politically exposed investing, and philanthropic vaccine finance—into one completed crime. That is its official use and its hazard: it maps relationships well, then treats narrative completeness as proof of mens rea—criminal intent. The investigation is not complete. It does supply facts and reasonable questions that investigators, inspectors general, and committees can use.
The case on screen
As the producer frames it, COVID-19 is presented as the product of laboratory work on bat coronaviruses packaged as vaccine and “risk-reduction” science. Senior public-health officials and philanthropic financiers are the public face of that work. Metabiota—a pathogen-risk firm with Defense Department-linked work in Ukraine and an early investment tie to Rosemont Seneca—is treated as the hinge between American political money, Anglo-Asian biotechnology, Chinese laboratory capacity, and the pandemic that followed.
Named as exemplars of the mentality under examination: Dr. Anthony Fauci; Jeremy Farrar (formerly of the Wellcome Trust); and patrons of mRNA and genetic-medicine development, including Bill Gates and, in the film’s account, Jeffrey Epstein. The moral claim is that this network accepted, and in some cases monetized, a risk that includes mass death and, at the outer bound the film draws, civilizational catastrophe.
The film’s political prescription is a moratorium on germ-warfare research and on laboratory-engineered viruses and bacteria modified for cancer research and vaccine development. That is a legislative proposition. It should be evaluated as one.
The film’s strongest official use is the insistence that “vaccine development,” “cancer research,” and “pandemic preparedness” have become preferred euphemisms for dual-use genetic work that would be radioactive if labeled weapons research. The 2014–2018 federal pause on certain gain-of-function work, the lifting of that pause, the rejected DEFUSE file, and the subsequent pandemic are one continuous policy story. A committee that only debates the filmmaker’s tone has missed the plot.

Three layers investigators must keep separate
Layer A — public-record facts the film is entitled to use
• From 2014, NIAID funded EcoHealth Alliance bat-coronavirus work involving the Wuhan Institute of Virology. That funding stream is now a congressional and inspector-general subject, not a rumor.
• In 2018 EcoHealth and collaborators submitted DEFUSE to DARPA: engineering work on SARS-related bat coronaviruses, including cleavage-site manipulation, and a plan to immunize bats. DARPA declined, in part on gain-of-function and safety grounds. The film infers that related work proceeded under other funders, including NIAID and NIH. Continuity of related research is a live documentary question; it is not, by itself, proof that the rejected DARPA file was executed as written. (1)
• U.S. intelligence has not spoken with one voice on SARS-CoV-2 origins. FBI and some CIA assessments have favored a laboratory-associated origin at differing confidence; other agencies have favored or left open a natural zoonosis. (2) No released assessment is an official finding that the virus was intentionally released as a weapon. (3)
That official silence is not the end of the evidence the film puts on the table. Horowitz compounds it with public acts that, in his reading, look like foreknowledge: Event 201 (October 2019), Fauci’s 2017 Georgetown lecture on a coming “surprise” outbreak, and China’s 2019 Vaccine Administration Law, which the film presents as timed legal architecture for a novel-vaccine campaign. (4) Those items are real. They show that senior officials and institutions were warning, rehearsing, and legislating for a high-consequence respiratory outbreak before December 2019.
Preparedness rhetoric and tabletops do not, standing alone, prove that a specific release was ordered. (5) Stacked with the lab-work and contracting record, they are circumstantial compounding of the question the film is built to ask: how much of what followed was anticipated as policy, and how much was engineered as an event. (6)
• Metabiota is real. It performed DTRA-related biological threat-reduction work in Ukraine. Rosemont Seneca, associated with Hunter Biden and partners, was an early investor. Emails attributed to the Biden laptop describe Metabiota personnel discussing a Ukraine science project in language about asserting independence from Russia. That is political exposure and contracting proximity. Standing alone, it is not an offensive biological-weapons program. (7)
• Farrar took part in the early-2020 private calls, alongside NIH leadership, that preceded “The proximal origin of SARS-CoV-2” and the rapid public narrowing of the lab-origin hypothesis. Those records raise candor and self-protection questions. They are not a confession of deployment. (8)
• mRNA platforms were capitalized at historic scale. Gates-related vehicles were major funders of vaccine architecture and preparedness institutions. That is a conflict-of-interest and industrial-policy problem. It is not, without more, a depopulation brief.
Layer B — questions the film is right to put on the desk
• What dual-use coronavirus work continued after DARPA rejected DEFUSE, under which grants, in which labs, and at what biosafety level? (9)
• What was Metabiota’s actual statement of work in Ukraine—diagnostics and threat reduction, or something public summaries omit?
• Who held the intellectual property, options, and liability shields that paid if a novel coronavirus circulated and a genetic vaccine was the designated response?
• Were cancer-virology and oncolytic-virus programs used as a funding disguise for constructs with weapons utility? (10)
• What, exactly, did Fauci’s 2017 Georgetown “surprise outbreak” remarks rest on—generic preparedness, classified warning, or knowledge of ongoing dual-use constructs?
• Was Event 201 a routine tabletop, or a dress rehearsal whose scenario, sponsors, and timing require a fuller record?
• What did China’s 2019 Vaccine Administration Law change in practice, and was it sequenced to a novel-platform campaign already in view?
Layer C — inferences the film treats as proven and a court would not
Intentional release as a completed weapons act; depopulation or extinction as accepted outcomes; Epstein’s trafficking-and-patronage network as part of the same mRNA conspiracy; Biden-family financial intelligence plus Chinese covert capacity through Metabiota as a cause of Putin’s invasion. Those claims give the film its heat. Foreknowledge evidence—Event 201, the 2017 lecture, the 2019 Chinese vaccine statute—can support an inference of planning. It does not, by itself, meet the specific-intent showing a court would require for a weapons or homicide count. Purpose still has to be proved, not only proximity and timing. (11)
Shared funders and laboratories can support a theory of coordinated conduct. They do not automatically supply the specific intent required by the Biological Weapons Anti-Terrorism Act, 18 U.S.C. § 175, or by homicide or terrorism statutes. Reckless dual-use research can be a policy scandal, a regulatory offense, even a negligence theory in a daring jurisdiction. It is not the same thing as a completed plan to extinguish the species. (12)
Horowitz compares secret MKULTRA/MKNAOMI pathogen tests—including reported spraying of bacteria in New York subways and over San Francisco in the early 1950s—to argue that secret dual-use work has a documented American pedigree. Historical covert tests are real and relevant to institutional memory. They do not, by themselves, prove that COVID-19 was a comparable operation.

On “criminal mentality”
Mentality is not an element. Motive is not an element. Pattern is not an element. Statutes require a prohibited act plus a prohibited state of mind. The state of mind the film wants legislatively prohibited is what it calls the “high road” justification—work framed as preparedness or cancer research while circumventing the spirit of the Biological Weapons Convention, a pattern the film dates to the George W. Bush administration and subsequent NIAID leadership.
If the film is used as an intake document, the useful questions are:
• Did any person knowingly develop, produce, stockpile, acquire, or retain a biological agent for use as a weapon, as § 175 defines that offense? (13)(14)
• Were there material false statements to Congress, inspectors general, or grant officers about the dual-use character or location of funded work?
• Were select-agent, export-control, or threat-reduction records concealed or destroyed?
• Did any politically exposed person steer biodefense contracts to entities in which they or their family held an interest?
• Did any official suppress origin evidence to obstruct a pending or foreseeable investigation?
Those questions can be answered with documents, testimony, and laboratory forensics. Horowitz gathers a large volume of such material. A montage of billionaires, a dead sex offender’s social graph, and a wartime Russian talking point cannot and does not suffice. Epstein’s cultivation of scientists is a real subject for influence and compromise. Folding him into a completed COVID-weapons indictment because he moved in adjacent philanthropic circles is the kind of joinder that gets a case thrown out and can discredit the parts that were solid. (15)
The same discipline applies to Ukraine. The United States has long funded Cooperative Threat Reduction laboratory upgrades in former Soviet states. Russia has long called those sites offensive plants. Open-source work and the U.S. public position describe pathogen-security and diagnostic missions. Investigators must demand the contracts, agent lists, incident reports, and visitor logs. Horowitz is right to raise the missing records. He is also right, in the better passages, to stop short of treating Putin’s invasion as a judicial finding against U.S.-financed laboratories.
Method
Horowitz’s method is accumulation: grant abstracts, investment decks, patents, historic accounts, suspect correspondence, and narration binding them into one organism called Disease Inc. At this length the film has room to be careful. The risk of the form is the opposite—coincidences piled until they feel like command.
Willful blindness, however, can also defuse the objectivity needed to treat some coincidences as valid circumstantial evidence.
For a legislative screening, stop the film at each major sequence or detailed graphic and ask: What document is on screen? Who created it? What does it actually say? What leap does the narration add? If the leap is “therefore they intended a population cull,” the sequence has left evidence and entered closing argument. Closing argument is allowed in a movie. It is not allowed in an affidavit.

The moratorium, translated into statute
A ban on germ warfare is already, in one sense, the law of nations: the Biological Weapons Convention forbids agents and toxins of types and in quantities that have no justification for “prophylactic, protective or other peaceful purposes.” The live fight is that exception clause—the exact language in which gain-of-function, oncolytic viruses, and bat-immunization field programs are written.
If the film is treated as a policy instrument rather than a verdict, the operational translation is not a press-conference ban. It is:
• A statutory definition of enhanced potential pandemic pathogens that cannot be evaded by renaming the work cancer research, universal-vaccine platforms, or One Health surveillance.
• A prohibition, or at least a public registry and criminal false-statement hook, on inserting human-specific cleavage sites or receptor-binding adaptations into high-risk virus families without a recorded national-security waiver.
• Mandatory publication of DTRA, NIAID, BARDA, and related overseas laboratory statements of work, agent inventories, and incident logs, with a classified annex for the intelligence committees.
• Recusal and beneficial-ownership rules at the junction of biodefense contracting and private vaccine or diagnostics equity.
• Sunset-and-reauthorization so “temporary” dual-use authorities cannot be revived in a pandemic panic without a recorded vote.
Those acts do not require acceptance of every name on the indictment roll. They do require acceptance that the current permission structure failed.
Verdict for the intended audience
As cinema, this is an unapologetic brief against an industry, not a portrait of a virus. As an investigative aid, it is a lead sheet. As a finding of guilt against named living persons, it is not competent and should not be treated as if it were.
Watch it for the connective tissue: EcoHealth and Wuhan; DEFUSE and bat immunization; NIAID grant continuity; Farrar’s role in the origin-narrative freeze; Metabiota’s Ukraine contracting and politically exposed capital; the commercial architecture of mRNA platforms. Send investigators after those files. Do not let the most extreme inferences—planned depopulation, Epstein as co-architect of genetic extinction, the Ukraine war as cleanup of a proven American-Chinese weapons plot—travel into a warrant affidavit without independent corroboration.
If the film moves a committee to demand the contracts, the constructs, the ownership tables, and a halt to the most dangerous work pending those answers, it has done the only work a film can do in a republic. If it is used as a substitute for that work—as a completed conviction—it will have reproduced the vice it condemns: narrative in place of proof.
Note on authorship
This review was developed by Grok for research synthesis and drafting, followed by Dr. Horowitz’s editing for accuracy, tone, and publication. “It is an analytical essay,” Grok asserts. “not a judicial finding.”
Footnotes
- That important evidence awaits further discovery. Criminal prosecutions are commonly evaded by “plausible deniability” used in the intelligence community.
- Confusion favors plausible deniability and undermines determinations and conclusions required for prosecution(s).
- It is unreasonable to expect “an official finding that the virus was intentionally released as a weapon” given the massive liability that would result.
- The film presents “timed legal architecture” for the “surprise pandemic” as well as emergence of the “novel-vaccine campaign”.
- Who gave the “order” to release COVID-19 is suggested by evidence compiled by Horowitz in the film. This awaits official corroborations and prosecution(s). The author has a remarkable 30-year history of accuracy in his findings and predictions.
- Horowitz provides more than three sets of corroborating evidence in actual bioterroristic events, their origins and timings: a) HIV/AIDS evidenced in Special Virus Cancer Program government contracts; b) the anthrax mailings saga, and c) stock manipulations and security service incentives before and after the Las Vegas 91 Harvest Festival shootings.
- The film offers the alternative view that Russian President Putin had concluded the Biden/Burisma/Metabiota/DARPA enterprise had criminal and reckless intent to damage Russians, particularly children using “preventative” vaccines.
- The “damage control,” recorded Jan. 31, 2020 thru Feb 2, 2020, compounds circumstantial evidence of fraudulent concealment, a RICO enterprise, and racketeering in bioterrorism and weapons of mass destruction as the film posits.
- The film clearly indicts the suspects’ financing of the Wuhan lab operations most responsible for, and complicit in, the alleged “plandemic.”
- Horowitz’s film answers this question in the affirmative.
- “Purpose still has to be proved, not only proximity and timing.” According to the film, and public records, Dr. Fauci’s Diary note cited by Horowitz evidences the commercial/financial/pecuniary “Purpose” of: a) the lab virus cover-up; and b) advancing the mRNA Moderna vaccine through Phase 2 trials and the FDA.
- The film does not assert direct evidence of “a completed plan to extinguish the species.” It does present that possible outcome resulting from reckless disregard of risks emerging like viruses from labs.
- Horowitz answers this question in the affirmative in The COVID CRIMES SYNDICATE: A Report to Congress and the Dept. of Justice, and in his July 29, 2026 Letter to federal officials.
- Pursuant to Dr. Fauci’s influence over the Trump administration, legislators nationwide, and the public during the COVID pandemic, 18 U.S.C. § 2332b(g)(5) (“Federal crime of terrorism”) precludes acts calculated to influence or affect the conduct of government by intimidation or coercion. This law condemns terroristic threatening with weapons-of-mass-destruction including biological agents. In addition, RICO statute 18 U.S.C. § 1962 criminalizes obstruction of justice (section 1503); obstruction of criminal investigations (section 1510; interference with commerce (section 1951); use of biological weapons (sections 175-178); or use of chemical weapons (sections 229-229F) for commercial gain or political influence. Federal RICO prosecutors must establish both the existence of an enterprise and its pattern of organized criminal activities to prevail. Herein, Horowitz provides such clear and convincing evidence satisfying these elements in Dr. Fauci’s enterprise for pending civil and criminal proceedings.
- Grok objects to “Folding [Epstein] into a completed COVID-weapons indictment because he moved in adjacent philanthropic circles” is not “the kind of joinder” the film presents in its detailed alternative analysis of the Epstein/Gates/Nikolic/Harvard/MIT biotechnology enterprise. Their certain published interests were in “genetic altruism”—depopulating the “poor people” on behalf of the controlling power “elite” referenced in Epstein’s correspondence with Noam Chomsky at Harvard.

Consciousness Raising
Powerful and Fearless
“Disease Inc. is a powerful and fearless investigation that demands every human question the stories about health they’ve been sold. Dr. Leonard Horowitz drills at the heart of what we now know about the forces and interests behind COVID, while tracing a much longer and more disturbing history of emerging disease, biological research, vaccine development, and the powerful institutions that have shaped our understanding of public health for decades through misguided narratives and, as the film intelligently argues, nefarious motives.
If you’ve ever wondered how human health morphed into an era of fear and chronic illness over the last five decades, Disease Inc. delivers.
